(Updated:  Wednesday, May 17, 2006)

Welcome to the Riverside County Department of Public Health, Certificate for Public Health Preparedness & Response Competencies Program.  You are taking the first step in preparing yourself and your county in the event of a disaster.

This certificate program is designed to prepare public health workers, first responders, healthcare professionals and community volunteers for the kinds of work and roles they will perform in the event of a major local emergency.

The program is tiered to ensure basic competencies and knowledge in the areas of disaster response and coordination.  The basic, intermediate and advanced levels build on the foundation of the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS) and the Incident Command System (ICS).  The levels provide for specialized training for health professionals and management.

To begin the certification program, follow the steps below beginning with the Registration Form

EASY STEPS | Print-Friendly version

  1. RegisterComplete and submit the online registration form for the certification program offered by Riverside County Department of Public Health. This will be submitted to the BTPR department and entered into a database.

You only need to register with this certification program once.  The next time you log on to this website, simply go to the Login button in the upper right hand corner of this page.  Enter your login name and password and you will be taken directly to the FEMA website to continue your online coursework.  You will also need to login separately at the FEMA website.

  2. Pre-test:  After completing the online registration, you will be linked to the pre-test.

  3. Course Catalog: When you complete the registration form, you will automatically be sent to the Course Catalog.  You are now ready to begin your coursework.

  4. Taking the Courses:  You may take the courses for your level in any order that you wish.  However, we highly recommend that you take the courses in the order suggested.  Each class builds upon the knowledge and information gained in the previous class.

Most courses are offered online either through the Federal Emergency Management Agency (FEMA) or other university. Online courses allow you the flexibility to take the courses at a time and place that is convenient for you.

*Beginning in September, 2006, a new workshop will be available that combines the SEMS, NIMS and ICS course into one, 8-hour interactive training session.

To take an online course, move your curser over the course title and click.  This will take you directly to FEMA’s Emergency Management Institute (EMI) website and the login page.  You will be required to register and choose a password on the FEMA site.

Once you have logged in or registered, you will be sent to the FEMA Course Map page.  Please follow the directions carefully. Move your cursor to the class you want to take and click.

You are now at the Course Map for the individual course you are taking.  You must complete each module before moving to the next. After each completed module, you may leave the site and return at a later date.

  5. Completing the Course:  You will receive an e-mail notification from the Independent Study Program Office of the Emergency Management Institute within 72 hours of the completion of any of their course (i.e IS 100, IS 700, IS 800).  Please forward a copy of that e-mail to MValterr@co.riverside.ca.us so that we can record the completed course.

  6. Post-Test: At the completion of the Basic Level coursework, please take and submit the Post-Test.

  7. Evaluation:  We are continually evaluating our program and would appreciate your input.  Please complete and submit the Evaluation Form that follows the Post-Test.

  8. Certificate:  You will receive a certificate upon success completion of the required coursework.  Your participation in this program reaffirms your dedication to serve in times of crisis.  We encourage you to further enhance your skills and knowledge by periodically reviewing our course catalog for additional learning opportunities.
